The client has established a strong reputation in China for creating distinctive, community-focused neighbourhoods. Its 5C strategy, centred on Community, Clean, Culture, Care and Corporate Governance, reflects a commitment to delivering places that support social wellbeing, protect the environment and celebrate local identity. However, the business faced a common industry challenge. While the strategy set a compelling direction, project teams and operational departments often struggled to understand what it meant in practice.
With different teams involved across planning, design, procurement, construction and operations, there was a need for consistent standards and processes that would ensure sustainability principles were applied and measured in the same way across all developments. 海角视频 was appointed to develop this clarity, and to create a guide that would help the 5C strategy achieve real world impact.
Challenge
The primary challenge was bridging the gap between high level strategy and the realities of day to day project delivery. The client had already defined the aspirations of the 5C framework, but individual teams still lacked a clear picture of what they should be doing at each stage of a project鈥檚 lifecycle. Without a shared reference point, requirements risked being interpreted differently across departments. This affected everything from early site planning and community engagement to technical design, procurement, construction sequencing and ongoing management.
Another challenge lay in the diversity of the product lines. The company delivers a range of community types and each has its own development context, cultural setting and user expectations. The strategy needed to be expressed in a way that recognised this variety while still providing consistent standards.
There was also a pressing regulatory and market context. China鈥檚 national climate goals require developers to reduce carbon emissions, enhance resource efficiency and support biodiversity. Local governments increasingly expect housing and community projects to demonstrate higher levels of environmental performance and social value. To maintain its market position and comply with national and municipal policy, the client needed a robust and transparent system that could align its developments with evolving sustainability requirements.
Finally, the guide needed to be usable. With multidisciplinary project teams working at pace, the documentation had to be structured, accessible and supported by practical tools that could be readily applied to decision making. Solution
海角视频 began with an extensive programme of research to understand the client’s existing sustainability work, benchmark international best practice and analyse relevant Chinese and global policies. This included reviewing the sustainability frameworks and implementation handbooks of leading developers such as Lendlease, and assessing how these organisations integrate climate resilience, biodiversity, community wellbeing and cultural identity into development standards. This benchmarking provided valuable insights into how a strategy can be codified into clear, measurable requirements.
Building on this foundation, we designed the complete structure and content of their Sustainability Implementation Guide. The guide provides a coherent framework that turns the 5C strategy into a practical set of expectations, covering each major stage of the development process. For planning, design, procurement, construction and operational phases, the guide outlines the sustainability measures to be applied, the responsible departments and the tools needed to track progress.
A significant part of the work involved defining clear standards for different product types. We developed criteria across nine key thematic areas, including inclusive and health wellbeing, carbon reduction, climate resilience, biodiversity, circular economy, local cultural heritage and cultural exchange. Each requirement is framed in a way that can be understood by non-specialist teams and implemented through everyday project processes.
To support consistent delivery, 海角视频 created a suite of accompanying tools, including worksheets, flow charts and tabulated implementation plans. These tools map each sustainability measure to the relevant project stage and responsible department.
