The ancient city of Tashkent in Uzbekistan is set to undergo a major expansion as part of the nation鈥檚 drive towards growing its economy through urbanisation. The construction of New Tashkent will see almost 20,000 hectares of existing agricultural land to the east of the city allocated to development. 海角视频 has been engaged to deliver a comprehensive detailed review of the plans.

New Tashkent will accommodate 600,000 residents in the first phase, with the city鈥檚 population planned to rise by 2.5 million. The new city will house administrative buildings, including the administration headquarters for the president, government ministries, as well as universities and other civic and cultural facilities.

Challenge

A competition winning masterplan for the new development has been produced by British design & technology studio Cross Works. The firm engaged 海角视频 on behalf of the client, to deliver a comprehensive strategic review of the plans, assessing a broad range of aspects including strategic planning and urban economics, transport and mobility, infrastructure and utilities, sustainability and ecology, hydrology, and urban strategic planning.

The first 6,000 hectares are planned to be developed by 2045. For this territory, prospective areas for development and road schemes linking the capital with the new city district have been outlined. Tashkent is the largest city in Central Asia, and with this development, it鈥檚 population will double with developed infrastructure for business, media and science. Plans to improve the urban environment for Tashkent residents include the planting of 200,000 trees and the construction of several bridges.

The forecast growth rate for the Uzbekistan economy is around 5-6%. This is a substantial growth rate, indicating expansion and value creation in a range of industries, as well as the possibility of increases in labour market participation. Ongoing increases in the overall size and scale of the national economy will provide a strong basis for significant urban expansion of the Tashkent capital area.

The key challenge is to ensure that planned urban development does not exceed the capacity for economic growth and population demand in the region.

The integration of canals within the proposed masterplan and the identification of areas at high risk of flooding provided an additional challenge. Our experts also had to contend with the impact of an oversized transport infrastructure on the internal mobility and connectivity within the masterplan.

Solution

We assisted Cross Works and other collaborators engaged in the project in incorporating strategic sustainable and resilient principles into the existing masterplan. This included reviewing infrastructure, flood risk management, energy strategy, environmental, and planning economic strategies against the current masterplan.

Our experts delivered a detailed review and worked closely with the design team to propose alterations to the current conceptual masterplan to help address the threats and risks identified by our team, exploit opportunities and integrate sustainable urban development principles.

We conducted a series of workshops with the design team and the client to explore the suggested interventions and examine the best approach to integrating the proposed principles into the revised masterplan. The strategic review was conducted at both the City scale and the District scale, which helped to refine the principles. The identification of gaps in the vision for the new city required a series of technical studies that also enabled us to advise on information required to further assess the opportunities and constraints of the site.

Areas of focus included improving landuse efficiency, reducing resource consumption, promoting active and sustainable mobility, enhancing urban sustainability and resilience for risk mitigation and emergency response, and developing a socio-economic analysis that informs the masterplan development schedule.

We conducted a high-level flood risk analysis for the site and advised mitigation strategies. Our transport and mobility specialists developed an understanding of the transport context of the city, reviewed existing studies related to local mobility patterns, and proposed modifications to the masterplan to help realise the vision of a walkable city and public transit oriented urban living.

The strategic planning and urban economic assessment used existing economic and demographic data to inform the density and land distribution of the current masterplan. From this we drew on forecasts to inform the market demand projections for land uses per type over time, and as a basis for reviewing future mobility needs. This enabled us to propose strategic planning alterations to help with land value capture mechanisms, review governance and deliver insight and robust strategy development.

For infrastructure planning, we reviewed the current spatial utility strategy, as well as the regional infrastructure connectivity and primary networks, highlighting any potential issues with the current masterplan layout with regards to spatial planning and workshopping with the design team to develop modifications. This covered everything from energy to clean water access, but also included a full review of the technical requirements and proposed functionality of new canals that feature prominently in the masterplan.

Our ecologists conducted a high-level appraisal of ecological conditions and constraints/opportunities and identified key ecological influences for the revision of the masterplan. Our sustainability experts also advised on the opportunities for accessing green funding for the development of the new city.
