Helping communities turn investment into lasting change requires more than funding. It demands a clear vision, robust governance, meaningful public engagement, and the ability to translate local aspirations into projects that can be delivered. Through the New York Forward program, 海角视频 is helping communities across New York State do exactly that.

Commissioned by the New York Department of State, 海角视频 serves as prime consultant for the Capital Region component of the program, supporting smaller communities as they develop strategic investment plans and identify the projects that can deliver the greatest long-term impact. Since 2023, the team has completed three rounds of the program across seven communities: Coxsackie, Cambridge, Kinderhook, Schuylerville, Hoosick Falls, Athens, and Greenwich.

New York Forward builds on the success of the state鈥檚 Downtown Revitalization Initiative, applying the same 鈥減lan-then-act鈥 approach to smaller towns and villages. The program is designed to strengthen downtowns as vibrant, walkable centers of economic activity, culture, and community life.

Working alongside local planning committees, community stakeholders, state agencies, and partner organizations, 海角视频 helps guide each community through a structured planning process, ensuring public investment is directed toward feasible, catalytic projects that reflect local priorities and create lasting value.

Challenge

Each New York Forward community brings a distinct set of opportunities, ambitions, and challenges. Many are small towns with populations of no more than a few thousand residents, meaning local stakeholders often have limited planning, development, or project delivery experience. At the same time, communities are expected to evaluate a wide range of potential investments and build consensus around a shared vision for the future.

Establishing that vision requires rapidly developing an understanding of each community鈥檚 economic conditions, demographics, development opportunities, local priorities, and political context. Every location is different, and every program cycle begins with a fresh assessment of the place, its people, and its aspirations.

The process also involves extensive stakeholder coordination. Individual project proposals are often developed by local business owners, non-profit organizations, property owners, and municipalities. Some communities generate dozens of project submissions, each requiring review, refinement, and evaluation. Managing these parallel conversations while maintaining transparency and momentum is both a logistical and governance challenge.

At the same time, Local Planning Committees are tasked with making difficult decisions about how limited funding can achieve the greatest possible impact. Ensuring those decisions are informed, transparent, and aligned with both community priorities and state objectives requires a structured and evidence-based process.

Through the New York Forward program, 海角视频 is helping communities across New York State transform public investment into lasting, deliverable change by guiding strategic planning, governance, stakeholder engagement, and project development.

Solution

As prime consultant, 海角视频 leads the planning process from initial community engagement through to the delivery of final Strategic Investment Plans. The team coordinates multidisciplinary expertise spanning economics, demographics, urban planning, stakeholder engagement, feasibility assessment, mobility, built environment and revitalization strategy.

Working closely with partner organizations including Interboro, the team develops tailored engagement programs that help residents, business owners, institutions, and community leaders shape a shared vision for their downtown. This includes Local Planning Committee meetings, public workshops, stakeholder interviews, online engagement tools, surveys, outreach events, and community feedback initiatives.

海角视频 also provides strategic and technical support to project sponsors, helping them develop proposals that are both ambitious and deliverable. This includes reviewing project feasibility, advising on costs, implementation requirements, funding readiness, and potential impacts. For public realm projects, the team contributes guidance on mobility, accessibility, placemaking opportunities and 鈥渃omplete streets鈥 principles 鈥 a design approach that makes streets safer, more accessible, and more attractive for all users, rather than prioritising cars alone.

The planning process is designed to help communities move beyond broad aspirations and toward clear, actionable investment strategies. Through detailed assessment of local conditions, public priorities, and project opportunities, the team supports Local Planning Committees in establishing goals, evaluating projects against consistent criteria, and assembling investment plans that maximize the transformative potential of available funding.

Through structured decision-making, stakeholder engagement, and strategic planning, local leaders gain the tools and confidence needed to manage future revitalization initiatives and leverage additional public and private investment.
