Providing long-term strategic continuity on one of Europe鈥檚 most complex regeneration programmes, 海角视频 has helped Quintain transform the land surrounding Wembley Stadium into a vibrant, high-performing urban district.
Commissioned by Quintain, the Wembley Park regeneration masterplan reimagines an 85- acre former industrial and car park hinterland as a mixed-use neighbourhood of homes, retail, leisure and public realm centred around the UK鈥檚 national football stadium. Over more than two decades, the development has evolved from fragmented brownfield land and surface car parks into a dense, connected and commercially successful destination that functions as both a global entertainment venue and a place to live, work and spend time all-year-round.
From the project鈥檚 earliest stages in 2002, 海角视频 was embedded within the client and design team, shaping infrastructure strategies that would unlock the development and sustain its long-term growth. That role continued through scheme design, detailed coordination and delivery, ensuring that the vision for Wembley Park could be realised in a coherent and resilient way.
Today, Wembley Park stands as one of London鈥檚 most significant regeneration success stories, attracting millions of visitors annually and supporting a growing residential community within a fully integrated urban environment. The Sunday Times named Wembley Park in ‘Best Places to Live 2025’ citing “this once nondescript corner of Brent is now one of northwest London’s buzziest neighbourhoods”.
Challenge
The transformation of Wembley Park presented a series of interrelated challenges that extended far beyond conventional masterplanning.
At its heart was the need to deliver a coherent, phased development around a live national stadium with a capacity of 90,000. The site had to accommodate huge peaks in pedestrian movement on event days while functioning as a comfortable, attractive neighbourhood for residents, workers and visitors throughout the rest of the year. Balancing these extremes of use required careful consideration of movement, scale and experience across the public realm.
Equally complex was the requirement to maintain uninterrupted stadium operations, alongside existing businesses and revenue streams, throughout a multi-decade construction programme. Development phasing had to be meticulously planned so that critical routes, servicing and access arrangements were preserved at all times, even as the surrounding area was progressively transformed.
The physical constraints of the site added further layers of complexity. Historic industrial uses left contamination and ground engineering challenges, while limited below-ground space required careful coordination of utilities, drainage and structural elements alongside landscape features.
The project also evolved over a period during which regulatory requirements and best practice shifted significantly. Changes in flood risk policy, sustainability standards and planning frameworks required elements of the design to be revisited and adapted, without compromising programme or commercial viability.
Overlaying all of this was the challenge of coordination. The project involved multiple masterplan architects, landscape architects, planners and contractors over its duration. Maintaining consistency in approach and ensuring that infrastructure design remained aligned with a changing design team demanded a strong, integrated engineering presence. Finally, the security context evolved during delivery. Designing a safe environment capable of managing large crowds required the integration of Hostile Vehicle Mitigation and other protective measures into the public realm, without undermining the quality or openness of the spaces created.

Solution
海角视频鈥檚 response was to establish a clear, integrated infrastructure strategy that could guide the masterplan from conception through to delivery.
At the earliest stage, this included the development of a comprehensive infrastructure delivery plan. This set out the phasing of development, the timing of key capital investments and the sequencing of enabling works required to unlock each plot. By aligning engineering strategy with commercial objectives, the plan provided a stable framework that has guided the project over more than 20 years.
The team also developed coordinated engineering strategies covering transport, utilities, drainage, ground conditions and . These were brought together into a coherent scheme design that informed the layout and servicing of the entire development, enabling efficient delivery across multiple plots and phases.
A central focus of the masterplan was the reconfiguration of Olympic Way, the primary route linking Wembley Park station to the stadium. This space was transformed into a flexible, high-quality public realm capable of accommodating large crowds on event days while supporting a more intimate and activated environment at other times. Infrastructure was designed to enable temporary uses, such as pop-up retail and events, alongside permanent features including lighting, media installations and landscaping.
Security requirements were integrated into the design of the public realm through collaboration with the Client, architects and landscape designers. Protective measures were incorporated into elements such as planting and street furniture, ensuring that the spaces remained visually open and welcoming while meeting necessary safety standards.
Innovation was also central to the project鈥檚 infrastructure systems. A site-wide district energy strategy was implemented, centred on a shared energy network designed to serve the entire development. Alongside this, a pioneering underground vacuum waste collection system was introduced, significantly reducing vehicle movements, improving recycling rates and lowering operational emissions.
At a detailed level, 海角视频 delivered a wide range of civil and structural elements across the site, including retaining walls, attenuation systems, concrete structures and public realm features. Standardised details were developed to support efficient delivery across multiple plots, while bespoke solutions addressed complex interfaces such as water features, lighting integration and service routing.
Crucially, these solutions were developed in close coordination with Quintain, Wembley Park Operations, landscape and architectural design. Early integration ensured that below-ground infrastructure supported the intended quality of the public realm, even in areas where space was highly constrained.

From Olympic Way to the wider public realm network, infrastructure has been designed not simply to support movement and servicing, but to enhance the experience of the place. This has helped create a destination that attracts visitors throughout the week, rather than only on event days.
At a systems level, innovations such as the district heat network and vacuum waste system have delivered operational efficiencies and environmental benefits, reducing long-term costs and supporting the client鈥檚 sustainability objectives.
The result is a development that demonstrates the wider value of stadium-led regeneration. Investment in infrastructure and placemaking has supported the creation of thousands of homes, jobs and businesses, while establishing Wembley Park as an all-year-round destination with a strong economic and social identity. Delivered through a major public and private investment programme, Wembley Stadium has acted as a focal point for the much broader transformation of Wembley Park led by Quintain. Since acquiring the site more than 20 years ago, Quintain has invested over 拢2.8 billion in creating one of London’s largest mixed-use regeneration projects, bringing together residential, retail, leisure, cultural, hotel and commercial uses. The development has now delivered around 6,000 homes, with approximately one-third provided as affordable housing, and forms part of a wider masterplan that will ultimately provide more than 8,400 homes.
