Planning applications for new development projects often require the demonstration of effective and appropriate environmental mitigation measures and monitoring commitments. In addition, applicants must also show how these measures will be implemented during the construction phase of a development in order to minimise adverse effects on the environment.
Prior to an application reaching the planning committee and conditions being applied, it is considered best practice to prepare a CEMP framework. This framework sets out the environmental principles, mitigation, monitoring and content (e.g. frequency and details of environmental training sessions, roles and responsibilities), that the principal contractor will need to consider and carry out.
Our expertise in CEMP frameworks

Construction environmental management plans are the tool used to ensure environmental commitments are met. For example, commitments made through environmental statements (ES), environmental plans, policies or regulations and planning conditions.
CEMPs provide a management framework for the planning and implementation of construction activities in accordance with these commitments. This is achieved through environmental management systems (EMS), method statements, mitigation, monitoring, environmental training sessions, incident reporting and incident management. It sets out the applicant and stakeholder鈥檚 responsibilities in successfully achieving these conditions.
A CEMP will typically include the following information:
- Project description
- Summary of legal requirements and guidelines
- Summary of baseline conditions
- Environmental management and mitigation measures
- Roles and responsibilities
- Monitoring and auditing
- Environmental training
- Stakeholder engagement and consultation
- Environmental incidents.
Typically, development consent is subject to conditions which will often require the preparation of a detailed CEMP. The responsibility for its development and implementation lies with the appointed principal contractor.
In addition, CEMPs are “live” documents that need to be updated throughout the construction process (e.g. when additional design or construction information becomes available).
Our expertise in CoCP frameworks

CoCP documents set out the standards and procedures to which a developer or contractor must adhere to when undertaking construction of major projects. This includes the mitigation and management of environmental impacts of construction activities on site.
They identify the main legal responsibilities and requirements of developers and contractors, specifically any documentation that details the management systems on site to ensure compliance with the CoCP.
CoCPs detail the following:
- Liaising with the public
- General site operations (e.g. permitted working hours)
- Employment and skills
- Environmental management covering disciplines (e.g. traffic and transportation, noise and vibration, dust and air pollution, waste management, land contamination, water pollution and flood risk, ecology, heritage assets)
- Management of excavated materials
- Environmental incident controls
- Protection of existing installations.
CoCPs support the planning and delivery of the project by incorporating the principles of sustainable development and environmental management in an efficient and cost-effective manner. This process helps meet the objectives of the associated sustainability statement and any other relevant planning documents.
CoCPs also promote co-operation with other projects in the vicinity to help reduce combined impacts and identify the consents, licences and permits that will be required to meet legislative requirements and avoid legal challenge. CoCPs are also “live” documents that are subject to refinement, amendment and expansion as the project design develops.
