海角视频 has been appointed to support the Greater London Authority (GLA) in delivering two subregional Local Area Energy Plans (LAEP) for the Central, Inner East and North CIEN and South subregions of London, covering nineteen London boroughs.
What is a LAEP?
A Local Area Energy Plan (LAEP) provides a framework for areas to transition away from a fossil-fuel based energy system to a decarbonised system. It looks at all elements of an energy system (e.g. electricity generation, transmission and distribution, buildings, heat, transport and consumers) and considers both technical and non-technical factors that form energy systems. An LAEP also aims to remove energy siloes between different players by providing an integrated decarbonisation strategy across sectors and connect physical energy requirements for an area with its economic and policy priorities and context; for example, net-zero targets set by boroughs. The final plan can be communicated in a manner that enables actions by local authorities and other players to unlock investment and shape policy decisions.

Subregional LAEP approach
The Mayor of London has set a 2030 net zero target for London, and LAEP has been identified as the preferred approach for considering how to translate this target into place-based, on the ground action across London. The GLA has allocated funding to develop subregional-scale LAEPs covering all London boroughs by 2025 with the West London LAEP already completed in 2023. This approach has been endorsed by Energy Systems Catapult and London Councils. The subregional LAEPs led by the GLA aim to develop strategies that involve the energy systems of wider London areas, rather than focusing on borough geographies. The aim is that strategies account for wider infrastructure systems and their interdependencies. Collaboration to deliver subregional LAEPs achieves economies of scale, consistency and data standardisation in planning the transition to decarbonised systems and sharing of learning and support across the subregion. The GLA鈥檚 approach is based on the Energy Systems Catapult (ESC) methodology (Fig.1).

The subregional LAEP programme aims to ensure:
- Greater understanding of the impacts of implementing the Mayor of London鈥檚 accelerated green decarbonisation pathway at different scales 鈥 specifically to identify the effects of this pathway on London鈥檚 energy systems and wider built environment
- Collaboration with the Heat Network Zoning (HNZ) programmes and activities that can be integrated into local area energy planning in support of a whole-system analysis and understanding of how the wider benefits of proposed heat networks can be improved
- Progress to net zero is maximised, exploring cross-sectoral and cross-boundary opportunities and securing efficiencies in the use of stakeholder resources.
- LAEP outputs are communicated and reliably shared with stakeholders through a LAEP Datahub, developed in parallel to facilitate effective decision-making and collaboration.
Distribution Network Operators (DNOs) are engaged throughout the process and outputs are shared with them for consideration during their network planning. The programme aims to secure wider stakeholder awareness and community understanding of the changes required to achieve decarbonisation targets and understand the priorities. The subregional LAEP will also look to support the relevant boroughs in identifying resourcing and skills requirements to deliver an LAEP and raise awareness/gain buy-in from senior decision-makers.

The GLA subregional LAEP phase 1 will be completed by the end of summer 2024.
