York Central is a good example where major infrastructure is being delivered upfront, creating the conditions for future development.”
For advisers and engineers, the greatest opportunities often lie in reducing those abnormal costs.
“The main point is that you can save significant amounts of money if you get your approach right,” says Byrne. “If you get your approach to ground risk right, if you get your approach to utilities and off-site connections right, and if you approach transport upgrades in the right way, that can take some big chunks off the abnormal cost bill. That’s where we see real value being created.”

From sustainability target to baseline expectation

Creating somewhere successful isn’t about one specialism. It’s about bringing those perspectives together to shape a place that people want to be part of.”
Community expectations have also shifted significantly. Developers are increasingly aware that public support can influence both planning outcomes and long-term reputations. As a result, engagement, social value and local benefit are becoming integral parts of the development process.
At the same time, mixed-use development is helping cities build greater resilience. Housing, employment, leisure, green space and community facilities are increasingly viewed as interconnected rather than separate components.
The aim is no longer simply to regenerate land. It is to create neighbourhoods capable of adapting to future economic, social and environmental change.
Looking beyond today’s challenges
The future of urban regeneration will be shaped by factors that are only beginning to emerge. Some are already visible, such as climate adaptation and biodiversity enhancement. Others sit just beyond the horizon.
I think there’s a lot around future trends and technology. In transport particularly, the next twenty years could look very different. Automated vehicles, changing patterns of car ownership and new mobility models could fundamentally change how developments are designed. If people no longer need to own cars in the same way, that has a huge impact on the amount of land devoted to parking and how places look and feel.
