Green Economy Action Plan – New York, NY
New York City has long been at the forefront of climate action. The launch of the Climate Mobilization Act in 2019 only further cemented New York鈥檚 role as a national and global leader in the fight against climate change. Major initiatives that will significantly reduce the City鈥檚 greenhouse gas emissions include a mandate for all existing large buildings to meet GHG emissions standards, expand renewable energy production, pursue 100% City operations with clean electricity sources, clean up the City鈥檚 vehicle fleet, and mandate organics recycling. At the State level, the Climate Leadership and Community Protection Act that passed in 2019 created the Climate Action Council, which recently released a draft scoping plan with goals to generate 9,000 MW of electricity from offshore wind by 2035, 6,000 MW from distributed solar by 2025, and 3,000 MW of energy storage by 2030. In order to deliver on these goals, New York City requires a complete ecosystem of businesses and workers that are well equipped with the right technology, skills, investment and innovation capabilities, which can be broadly defined as the NYC Green Economy.
海角视频 worked with NYCEDC to help identify actions that will grow the Green Economy in New York City helping increase demand for green products and services, create jobs equitably, ensure New Yorkers have the necessary skills to prosper in the Green Economy, and provide access to education and information needed by workers and businesses to facilitate growth in the Green Economy. This study quantified the current size of the Green Economy, its component sectors and their projected growth, which will allow the City to make informed and research-driven investment decisions to foster the Green Economy. The 海角视频 team also undertook a thorough assessment of the state of the Green Economy workforce, the skills that businesses would require from workers in the future, and the City鈥檚 ability to ensure that any skills gap can be bridged. As a key priority of this administration, this study is positioned to support the emergence of the Green Economy in New York City that will position the city at the forefront of climate action innovation and workforce readiness.

Clean Energy DC 2.0 Plan – Washington, DC
Washington DC has been a leader in sustainability and climate action, publishing the Clean Energy DC Plan in 2018 to formalize a comprehensive approach to energy and climate action planning. The successful implementation of the initial Clean Energy DC Plan led to critical regulations supporting ongoing decarbonization efforts. Now, the 海角视频 team proposes a refresh with the Clean Energy DC 2.0 Plan, focusing on equity, climate resilience, and energy reliability. This updated plan aims to develop a policy roadmap to achieve ambitious climate goals, including a 60% reduction in emissions by 2030 and carbon neutrality by 2045. It emphasizes community input, economic opportunity, and public health improvements, addressing environmental justice concerns to ensure clean energy investments benefit those most in need. The plan will engage District residents, businesses, and government to build awareness and support for the actions required to achieve the city’s energy and carbon reduction goals, building upon related planning documents like Carbon Free DC, MoveDC, and the Transportation Electrification Roadmap.

City of Los Angeles Decarbonization Technical Assistance – Los Angeles, CA
This project provides the City of Los Angeles with strategic sustainability consulting and technical assistance for a decarbonization framework. The initial discovery phase gathered key information for stakeholder engagement across building owners, unions, the construction industry, and communities. It mapped approaches taken by other cities and used available building and benchmark energy data to calculate emissions reductions through 2045, aligned with The Green New Deal. The result was a recommended pathway forward, including exemptions for new construction. Our team is now providing ongoing research, analysis, and technical assistance on existing buildings for the next phase of the project.
Our initial approach included a recommended timeline for implementing the ordinance or regulatory framework by building type, regulatory language to prevent economic burdens on low-income tenants and avoid housing destabilization, an analysis of potential negative impacts on construction costs and timelines for publicly funded residential buildings with recommendations for mitigating measures, and strategies to offset potential impacts on construction jobs. These strategies were developed in consultation with workers and labor union representatives to create new, quality jobs and support the City鈥檚 ongoing Targeted Local Hire and Bridge to Jobs programs.

DVRPC Regional Resilience Program – Greater Philadelphia, PA
海角视频 is currently leading the development of the Delaware Valley Regional Planning Commission (DVRPC)鈥檚 Regional Resilience Work Program to facilitate resilience efforts from concept to pre-implementation. DVRPC is the federally designated Metropolitan Planning Organization for the diverse Greater Philadelphia region, spanning nine-counties across Pennsylvania and New Jersey. DVRPC is looking to strengthen regional climate resilience by identifying priority actions and projects, coordinating efforts across diverse stakeholder groups, and outlining a successful path towards implementation. To support these objectives, 海角视频 underwent a comprehensive landscape analysis of the region鈥檚 climate resilience partners, tools, and resources to better understand the current gaps and opportunities. The landscape analysis mapped existing resources to the six elements of resilience mapped out in the FEMA National Resilience Guidance. From there, the Team developed key insights about the state of climate resilience work in the region today.
To gain local perspective, the Team is conducting stakeholder engagement to partner entities through a series of hour-long interviews. Through this process, the Team is engaging County departments, State agencies, academic institutions, non-governmental organizations (NGOs) and municipal governments. From the interviews, the Team is drawing connections across prominent themes of climate hazards, equity, and capacity.
The Team is developing a Needs Assessment to match the gaps and opportunities identified from existing resources and stakeholder feedback. The Needs Assessment will reflect input from stakeholders, DVRPC staff, and peer MPOs in addition to findings from desktop research. The objective of the Needs Assessments is to understand where DVRPC is best positioned to advance climate resilience in the region.
Finally, the Team is developing a work plan to propose implementable steps DVRPC can take to respond to the needs of member agencies around climate resilience. The work plan will serve as a blueprint for DVRPC鈥檚 resilience work and seeks to effectively leverage the capacity of DVRPC as a convener and advisor in the region for building local capacity to respond to climate change.

OurCounty: Los Angeles Countywide Sustainability Plans – Los Angeles, CA
海角视频 led the development of the first-ever Countywide Sustainability Plan for Los Angeles County, a key initiative of the Los Angeles County Chief Sustainability Office. This comprehensive plan leverages critical resources and systems across the county, the largest and most complex in the United States with over 10 million residents and 88 incorporated cities. Over an 18-month effort, 海角视频, in partnership with UCLA, worked closely with civic leadership and community stakeholders to develop an inclusive vision and actionable roadmap for a healthy and vital region.
The plan considers county-level resources and services, including water, energy, land-use, transportation, public health, economic development, and housing, through the lenses of equity and resilience. Informed by stakeholder and community engagement as well as robust data analysis, the plan outlines integrated strategies that leverage resources across the county. While several of the 88 cities in Los Angeles County have completed independent sustainability plans, the County-wide initiative seeks to catalyze and support the development of additional sustainable city efforts through better integration, communication, and cooperation. 海角视频 was recently appointed for the plan update to reflect new priorities since 2019 and assist the County with further planning for action.
