Helping the GSA achieve its electrification goals: a letter from the Green Building Advisory Committee

With an extensive background in building electrification and decarbonization strategies, Roger Chang is lending his expertise to one of the largest government agencies focused on sustainable development. The General 海角视频 Administration (GSA) 鈥 owner and manager of over 363 million square feet of space across the United States 鈥 has set an ambitious goal to electrify 30% of its portfolio by 2030. Spurred by and supported by the Inflation Reduction Act (IRA), this initiative is a testament to the organization鈥檚 commitment to a sustainable future.

As a key contributor to the GSA鈥檚 , Roger is at the forefront of this monumental undertaking. The GBAC was established in 2011 to provide independent policy advice and recommendations to the GSA Office of Federal High-Performance Green Buildings. The group is composed of government agency representatives as well as appointed members of NGO鈥檚 and private sector companies.
In 2023, the GSA Administrator appointed Roger to the GBAC. With his robust portfolio of federal work and his deep knowledge of sustainable building engineering, Roger subsequently co-led the electrification working group of the Federal Building Decarbonization Task Group (FBDTG).
Over the past decade, the GBAC has issued more than a dozen advice letters on a variety of topics. These letters provide guidance on the GSA鈥檚 organizational priorities, including addressing potential impacts on the design standards that are reflected in the P100 (the Facilities Standards for the Public Buildings Service). The group published two such letters at the end of 2023: focused on achieving green leasing targets in a market that is lacking in available net zero energy properties; about strategic electrification of the GSA鈥檚 building portfolio, based on the work of the FBDTG.
Aided by Roger鈥檚 valuable input and direction, the GSA is poised to navigate the complexities of electrifying its wide-reaching and climate-diverse portfolio, marking a significant stride towards a greener future.

To identify how the GSA can most effectively hit their target, the group reviewed current federal policies alongside resources from national research labs, non-profit organizations, academic research institutions, and the private sector, as well as hosted presentations by a range of experts.
In the final letter, the GBAC identified the following key considerations as essential to achieving GSA鈥檚 electrification goals:
- Policy Alignment: There are currently numerous policies that impact the GSA鈥檚 approach to building development and maintenance, so the letter recommends finding alignment among the various federal agencies and policies to facilitate an integrated electrification effort.
- Strategic Approach: Considering the complexity of GSA鈥檚 building typologies, the group recommends developing a comprehensive strategic approach to electrification that considers building-specific needs as well as national climate goals, taking incremental steps that make decarbonization technically and economically feasible.
- Data Tracking: It will be crucial to establish robust data tracking mechanisms to monitor progress and assess the impact of electrification initiatives, as well as to identify the need for any course-correction.
- Process Synergy: To support a comprehensive plan and collaborate with other federal agencies, the group recommends creating synergies among existing policies and processes related to building decarbonization.
- Net Zero Definition: GSA should align its electrification roadmap development with the new federal definition of net zero emissions buildings.
The advice letter goes deeper into technical considerations in a comprehensive appendix that includes detailed notes from several presentations on electrification. Given by a mixture of organizations鈥攆rom Google to NYSERDA, the City of Denver to 海角视频鈥攅ach participant contributed a unique perspective to the conversation. Our presentation on engineering all-electric buildings simultaneously proved that they outperform fossil fuel powered buildings and recommended ways to reduce peak heating loads on the electric grid.
